GENERAL PURPOSE

A Code Enforcement officer inspects and investigates complaints regarding health, safety, welfare, property value, and the environment of the city.

SUPERVISION RECEIVED

Reports to and is under the direct supervision of the Director of Community Services.

SUPERVISION EXERCISED

None.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Regular attendance with the ability to work in an occupied environment.

Investigate, resolve and enforce violations of city and state ordinances and health regulations.

Patrol the city proactively to identify public safety and health violations, contact residents or businesses, and issue warning notices and orders to comply.

Schedule and perform follow‑up inspections, calls, meetings and negotiations to achieve compliance.

Maintain accurate documentation for case files, including diagrams, illustrations and photographic evidence.

Prepare evidence for legal actions and appear in court as needed to provide testimony.

Complete all duties assigned by supervisor, keep job sites clean, maintain tools, provide backup to subordinate positions, serve on committees, and perform other assigned duties.

MINIMUM QUALIFICATIONSEDUCATION AND EXPERIENCE
  • High School Diploma or equivalent.
  • Valid Texas Class C Driver's License.
  • State of Texas Code Enforcement license (preferred).
  • State of Texas Food Handler's license (preferred).
  • Previous experience in Code Enforcement, planning, zoning, or government relations (preferred).

Or equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTSKNOWLEDGE

Working knowledge of city zoning ordinances, health codes, and principles of city planning; general knowledge of health codes.

SKILLS

Logical reasoning and prioritization, strong organizational and time‑management abilities, critical thinking, and problem‑solving skills.

ABILITIES

Schedule and manage tasks within budget; communicate effectively orally and in writing; follow written and oral instructions; build and maintain relationships with supervisors, co‑workers, departments, council members, executive staff, and the public; handle inquiries or complaints in complex, stressful, or combative situations; identify and avoid safety hazards; maintain detailed logs, records, and files; present information to management.

SPECIAL REQUIREMENTS
  • Obtain State of Texas Code Enforcement license within 18 months of hire.
  • Obtain State of Texas Food Handler's license within 12 months of hire.
TOOLS AND EQUIPMENT USED

Motorized vehicles, phone devices, personal computer with word processing software, copy and fax machines.

PHYSICAL DEMANDS

The job requires frequent sitting, standing, talking, hearing, using hands and fingers to handle and manipulate objects, and reaching with hands and arms.

WORK ENVIRONMENT

Work is performed both indoors and outdoors, with exposure to extreme heat, cold, humidity, wet conditions, fumes, airborne particles, electrical shock risk, vibration, toxic or caustic chemicals, and moderate noise levels.
