Job Family Emergency Services Discipline Emergency Preparedness Career Level P3 Salary Range $73,608 - $103,224 Note for Salary This is the range within which SRNS expects the majority of qualified candidates would enter this role if offered. Job Family Description Emergency Services personnel safeguard individuals, property, and assets against potential emergencies. They assess emergency risks, develop continuity of operations (COOP) plans, implement trainings, drills, facility qualifications, and establish preventative measures. They ensure compliance with emergency preparedness/response procedures and requirements. Discipline Description Emergency preparedness roles focus on developing, implementing, and coordinating plans and strategies to effectively respond to and mitigate various emergencies and disasters. Emergency preparedness professionals develop and maintain emergency plans and procedures, assess risks and vulnerabilities, identify response strategies, and manage drills. Some Typical Duties & Responsibilities Include: Under general supervision, do the following: Schedule, Design, develop, conduct, and maintain drills and exercises, to include scenario development and after-action reporting. May provide guidance and informal education to junior members of organization regarding scenario development planning and design. Lead a project team to plan, schedule and conduct a wide range of facility and/or site Emergency Preparedness drills to include Emergency Response Organization (ERO) training drills, medical drills, fire response drills, Nuclear Incident Monitor (NIM) drills, protective action drills, and others. In addition, and as qualified, design and implement limited or full-scale exercises following appropriate DOE orders and guidance. Provide training and direction of emergency management programs for SRS facilities. Perform interface and liaison for the Site Drill Team to facilitate senior or line management cooperation. Design, develop and maintain emergency plans and procedures, ensuring QA and DOE Order / guidance is followed for format and content. Ensure the completeness and accuracy of procedure as it relates to functional areas. Incorporate procedure enhancements to develop updated or new procedures. processes and hazards, interface with engineering and facility staff in the development of facility / area specific hazard assessments and procedures. Perform program and/or facility self-assessment activities and approve self-assessment packages. With knowledge of facility processes and hazards, interface with engineering and facility staff in the development of facility / area specific hazard assessments and procedures. With knowledge of DOE and SRS program planning requirements, design and develop annual and 5-year program plans and ensure proper coordination and integration. Prepare facility specific order compliance packages and track completion. As a member or lead of a project team, develop, and obtain approval for objectives and SRNS integrated scheduling procedures and monitor and control team activities to ensure team objectives are accomplished. Assist in the design and development of training lesson plans, conduct procedure training. Lead a project team to design, develop and maintain facility or site level emergency response facilities consistent with DOE Orders and associated guidance and SRNS procedures. If assigned, serve as a point of contact to interface with state and/or local authorities for emergency management related activities. Required Qualifications * Bachelor's degree in relevant field plus at least five years of experience (YOE) in a relevant role, OR Master's degree in relevant field plus at least two years of experience (YOE), OR Doctoral degree in relevant field * Equivalencies to experience and education requirements will be considered -Planning and communication skills required to develop emergency exercise scenarios, produce reports, etc., and ability to communicate well both verbally and in writing. BS or BA in semi-technical degree program (i.e., communications, education, public administration, English, etc) -Experience in any of the following: Emergency Planning, Emergency Response, equivalent and 3-6 years' experience in emergency management or a related discipline.
