Overview

The Management Analyst, Senior plays a key role in supporting audit, compliance, and process improvement functions within procurement operations. This position is essential in ensuring program oversight, fiscal responsibility, policy compliance, and operational efficiency. The role requires a combination of expertise in procurement card (P-Card) programs, auditing, and financial management, along with strong leadership and communication skills.

Key Duties and Responsibilities

Program Oversight & Compliance

  • Serve as the subject matter expert for procurement card policies and fraud mitigation.

  • Lead implementation of internal audit recommendations and compliance initiatives.

  • Monitor program-wide adherence to reconciliation timelines, purchase approvals, and regulatory thresholds.

Auditing & Risk Management

  • Conduct detailed audits to assess transaction compliance, documentation accuracy, and approval workflows.

  • Investigate and escalate potential misuse, including split transactions and excessive spending.

  • Prepare audit reports with findings, recommendations, and corrective action plans.

Training & Education

  • Design and deliver training sessions for cardholders, approvers, and staff.

  • Develop and maintain online learning platforms (e.g., NeoGov).

  • Promote consistent application of procurement rules across departments.

Process & Program Management

  • Manage cardholder lifecycle (application, limits, deactivation).

  • Collaborate with cross-functional teams, including Finance, IT, and banking partners.

  • Support payment processing and troubleshoot issues within P-Card platforms.

Performance & Innovation

  • Track spending trends, vendor usage, and participation metrics.

  • Research and implement enhancements such as virtual cards and ePayables.

  • Develop KPIs and present program updates to senior leadership.

  • Lead fraud prevention efforts and update escalation protocols as needed.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of purchasing card programs, procurement regulations, financial compliance frameworks, and auditing standards.

  • Strong analytical and critical thinking skills to interpret data, identify risks, and develop solutions.

  • Excellent written and verbal communication, including experience with executive presentations.

  • Ability to design and deliver engaging training programs.

  • Leadership and influencing skills to guide compliance initiatives and drive collaboration.

  • High ethical standards, discretion, and judgment in handling sensitive financial information.

  • Strong organizational, problem-solving, and time management skills.

  • Proficiency in Microsoft Office (especially Excel), Oracle ERP, NeoGov, SharePoint, or similar platforms.

Minimum Qualifications

  • Bachelors degree in Business Administration, Public Administration, Finance, Accounting, or a related field (Masters preferred).

  • At least 5 years of progressively responsible experience in procurement, auditing, finance, or compliance.

  • Strong understanding of procurement card programs, financial controls, and policy enforcement.

Licensing, Certifications, and Special Requirements

  • Professional certification such as CPCP, CPPO, CIA, or related credential preferred.

  • Experience in public sector procurement and/or auditing.

  • Familiarity with process improvement methodologies (Lean, Six Sigma).
